Wince net 4.2 core is OS (Operating System) It was the base (core) for next step which has name Windows Mobile Professional Edition (PPC edition) 2002. You can find it in devices like PNA ( GPS navigation devices ). It's still used due to its simplicity and stability. Now in PNA's is also used Wince net 5.0 core. Hope I helped

This is stored in ROM of the device so probably it will be hard to extract and upload to device. and of course probably there will be differences between devices. So sergej will need to get the same model to tests. And of course there is possibility to damage them. Example of PNA:
